Police officer dies after shooting in Manhattan

Howard, along with 18 others, was arrested last October for selling crack cocaine and was charged with selling to an undercover officer at a public housing complex.

That police officer death is not an isolated case, it is in fact the 4th NYPD officer to be killed in duty in the last 11 months. Critics have also seized upon a September gang shooting in which Howard was allegedly involved as evidence that the judge should not have diverted him, but that incident would have been similarly unaffected by a prison sentence.

The Manhattan Violent Felonies Squad has been on the case and made numerous attempts to arrest Howard, O'Neill said.

But a spokesman for the New York state court system said Howard was an addict and thus should not be in jail for drug offenses.

"We have evidence which supports charging him for that shooting", Aubry said.

"As we seek to let people out of jail, we need to be very careful who we're putting out and also be much more assertive of who we're putting in", Bratton said, adding that the alleged shooter's life "has been about an escalation of crime". "He's a poster boy for not being diverted".

Mayor Bill de Blasio said Howard was among the thousands of people responsible for a disproportionate amount of violence citywide.

"It's unfortunate that there are people in our city, in our society, that, despite our best efforts... they're criminals", Bratton said. "I don't know. I hope other judges don't act that way". He was treated at New York-Presbyterian/Weill Cornell Medical Center and has not been charged. He, however, didn't make a plea, and was held with no option of bail. He was a third-generation officer; his father and grandfather having both served in their native Guyana.

"This is an absolute tragedy", he said in the aftermath of Holder's murder, while rejecting Bratton's assertion that Howard belonged in prison rather than in treatment. "Too many fatherless children". Of the officers, de Blasio said, "one of African descent, one of European descent, one Latino and one Asian".

Three others who were questioned were later released.

The mayor's office chose to respond to the slaying of Holder on Wednesday morning, citing Holder's exemplary record as a police officer.

Brian Moore was fatally wounded as he sat in an unmarked police vehicle in Queens with his partner on May 2.

Witnesses told the officers a group of men had fled on a foot path that runs adjacent to the East River, and the officers encountered another man who told them an assailant had stolen his bicycle at gunpoint. His partner was uninjured. JetBlue made a similar offer in December 2014 in the wake of the deaths of NYPD officers Wenjian Liu and Rafael Ramos. The five-year veteran of the force was shot and killed while chasing an armed suspect in East Harlem. Officer Adam Dixon suffered gunshot wounds to the chest and was hospitalized.

A law-enforcement official said he had three outstanding warrants for his arrest from the past few weeks.

The officers caught up to the suspect on a pedestrian overpass that spans the highway and traded gunfire. Powers barricaded himself inside a home, where officers then arrested him.
