Russia, France push United Nations resolutions on fighting IS

It also urges Member States to intensify efforts to stem the flow of foreigners looking to fight with Islamic State in Iraq and Syria and to prevent and suppress financing of terrorism.

French President Francois Hollande earlier this week vowed to pursue a Security Council resolution in the wake of the deadly attacks in Paris.

The document is a renewed version of the draft resolution that Russian Federation submitted to the UN Security Council on September 30.

The comments are the latest indication that last week's Islamic State attacks in the French capital and the downing of a Russian passenger jet over Egypt are pushing Russia, France and the United States toward joint action in Syria.

'This is the goal of our draft resolution, which calls on all member states to take all necessary measures to fight Daesh (IS)'.

Authorities said five men in the apartment building were taken into custody, and a woman and two other men, including the man whose apartment was used as the cell's hideout, were arrested on a nearby street.

Russian United Nations Ambassador Vitaly Churkin told the council the text had been updated to focus more on combating Islamic State in reaction to recent attacks by the militant group, according to diplomats at the closed-door meeting, who spoke on condition of anonymity.

While the U.S. has signalled increased openness to working with Russia to defeat Islamic State and resolve Syria's civil war, President Barack Obama said yesterday he needs to see more evidence that Russian forces are focusing their campaign against the extremists.

Russia, which views Syria as its closest Middle East ally, has always been at odds with the West over al-Assad's future with Moscow saying only the Syrian people should decide if he steps down.

France's draft text describes IS as a "global and unprecedented threat to worldwide peace and security" and says sanctions would soon be imposed against group leaders and supporters.

French officials meanwhile have confirmed the Syria-based Belgian jihadi suspected of planning the Paris attacks died in a ferocious firefight at a crumbling terrorist hideout north of Paris on Wednesday. They including tightening checks on all travellers at the external borders of the 26-nation Schengen zone as an emergency measure. "But it is not fast enough, and it does not go far enough ..."
