Police fatally shoot Bettie Jones and Quintonio LeGrier in in Chicago

Chicago, Illinois police will undergo changes in officer training, affecting interaction with suspects and the use of all types of weapons - from pepper spay to guns.

The Tribune says it's not clear how this is different than the current model, but the new training will "emphasize teaching officers to try to de-escalate conflicts rather than to see every confrontation as a "shoot or don't shoot" situation". He for the "complete and total reform of both the system and the police culture".

"There are serious questions about [the] shootings that must be answered in full by the Independent Police Review Authority's investigation", Emanuel said Sunday.

Escalante called them "mitigation or de-escalation techniques". "We need a new reality".

Emanuel said Wednesday the city will double the number of Tasers available, to 1,400.

Tasers shoot electrodes created to stun the intended targets.

Early Saturday morning, LeGrier, 19, and Jones, 55, were killed after a call to police for a disturbance in the two-family home in the 4700 block of West Erie.

Chicago police officers surround a police vehicle as they watch demonstrators protesting the fatal police shooting of Laquan McDonald Dec. 18 in Chicago.

"There's a problem that has to be addressed", he said. Police also accidentally killed LeGrier's downstairs neighbor, 55-year-old Bettie Jones. On Tuesday night, a small group of protesters gathered at Emanuel's house, calling for his removal. The statement also mentioned that the intensive and scenario-based training will commence in the near future.

In addition to receiving better training and new equipment, Chicago police will be placed on desk duty for 30 days after a shooting to make sure they are mentally prepared to be back on the streets and to give internal investigators and the state's attorney more time to look into the incident. "But we will finish the job top to bottom".

Embattled Chicago Mayor Rahm Emanuel announced a major overhaul of the USA city's police force on Wednesday in the wake of fatal shootings which sparked mass protests.

Police have said no officers or vehicles on the scene were equipped with one.

"There's a difference between whether someone can use a gun and when they should use a gun".

He said the goal is for police in the field to establish "time and distance to allow for more prudent thinking, and physical space to promote a safer environment". "The changes we have made in recent weeks are just a beginning - not an end".

"We must ensure our officers have the right tactics, the right training and the right technology to resolve tense situations safely and security", Mr Emanuel told reporters. Police have said McDonald had a knife.

Yet he emphasized, "Willful misconduct and abuse can not and will not be tolerated", as it "undermines" other officers and the law-enforcement system.

He said McCarthy "has become an issue, rather than dealing with the issue, and a distraction". In the case of McDonald, the teen was found to have had drugs in his system. Recently, London's Metropolitan Police Service equipped its officers with Taser's Axon Body 2 cameras, which lead to a 33% reduction in allegations against the officers.
