Minneapolis police shoot as auto lunges, paramedics attacked

In the second of two incidents in which Minneapolis officers fired their weapons on the North Side hours apart, a man suspected of assault was shot and wounded by an officer early Sunday, allegedly while the suspect was hindering emergency responders from aiding his victim, authorities said. The Minneapolis Star Tribune reports that a witness who lives near where the shooting took place says Clark "tried to talk to" the alleged assault victim as she was being taken to an ambulance, and that Clark was then handcuffed.

Responding to an assault call overnight; police got into a physical altercation with suspect, Jamar Clark.

Family members confirmed that the man shot was 24-year-old Jamar Clark and that he has died.

Approximately 100 protesters gathered outside the 4th Precinct chanting and blocking any cars from coming into or out of the lot.

But several witnesses say Clark was in handcuffs at the time of the shooting.


Mayor Hodges and Police Chief Janee Harteau have called for an independent investigation of the incident

Two officers involved are on paid administrative leave, which is standard procedure. "They instantly put him in cuffs and slammed him to the ground", she said. There were literally dozens of witnesses looking from the apartments as well when it happened. All the witnesses were yelling they shot the man while he was already down and handcuffed.

Accounts from a few witnesses that the man was handcuffed when he was shot sparked outrage.

A video posted on Facebook showed a police officer leaning over the man. Bystanders can also be heard taunting police.

The mayor and police chief of Minneapolis have held a community meeting to address concerns about a police shooting that has prompted protests. A few witnesses said police used a chemical irritant on the crowd.

The Minnesota Bureau of Criminal Apprehension is investigating. "And the investigators will follow the facts wherever they lead".

Authorities are asking anyone with information about the incident to contact the BCA at . We don't know the timeline of that investigation, but it will be as expeditious as possible.

"We need to know exactly what happened, we need to know the truth", she said. "Everyone involved needs that and deserves that".
