The Urban League of Chicago joined in the call for a federal investigation, alleging a pattern of "discriminatory harassment" against black people. Rev. Jesse Jackson said he met with U.S. Reps. Emanuel was flanked by a dozen community leaders.

Of those shot by Chicago police, 74 percent have been black. A line of officers walked beside them to ensure they remained on the sidewalk. Even President Barack Obama said he was "deeply disturbed" by the footage.

Months after McDonald's death, the city agreed to a $5 million settlement with his family - even before relatives filed a lawsuit.

McDonald's death came at a time of intense national debate over police use of deadly force, especially against minorities.

Authorities said McDonald was carrying a pocket knife and had the hallucinogenic drug PCP in his system when he was killed.

Van Dyke's lawyer, Daniel Herbert, told CNN that the video was not an indicator of his client's guilt.

"People will not rest", said Hatch, senior pastor at New Mount Pilgrim Baptist Church of West Garfield in Chicago.

"This is a case that can't be tried in the streets, it can't be tried in the media, and it can't be tried on Facebook", Herbert said. "It's truly not a murder case and we feel that we will be very successful in defending this case".

Acree and Hatch said blacks in the city are upset because the officer, though stripped of his police powers, has been assigned to desk duty and not fired.

Johnae Strong, 25, May Page, 26, and Troy Alim, 24, were all charged with misdemeanors for resisting a police officer and were released on recognizance bonds. "Sometimes we have technical difficulties", McCarthy said. Judge Peggy Chiampas said the state's attorney's office recommended that the charge be dropped and told London he was free to go. Legal experts say that charge for an off-duty cop is rare.
